BRIEF NOTE
ON
SAC-PM Interactive Meeting with
State Science and Technology Councils
and
State Departments of Science and Technology
At the
behest of the Department of Science and Technology,
Government of India, the Karnataka State Council for
Science and Technology, had organized an interaction
meeting of Scientific Advisory Committee to Prime Minister
(SAC-PM) with State Departments/ Councils of all the State
S & T Councils in the country between 10.00 a.m. to 1.00
p.m. on 6th July 2013 at Indian Institute of Science,
Bangalore. List of SAC-PM Members and participants from
the State S&T Councils is at Annexure 1 & 2. This was
organized to deliberate on the role on development of
science and technology in the respective States and future
plans to make S&T as an integral part of State Development
and Growth.
Salient
Recommendations of SAC-PM Meeting and meeting of SAC to PM
with State Departments/ Councils for S&T
1. In light
of science-led innovations having emerged critical in the
modern world, State S&T Councils may need to embrace and
include innovation in their agenda and rename it as State
Science, Technology & Innovation Council.
2. Role of
State S&T Councils and their progressive participation in
various State programmes, ensuring S&T interventions, to
solve several local problems was emphasized.
3. Promotion
of science-led innovations in the State is best carried
out through State Science and Technology.
4.
State-based science vision in alignment with the National
vision is necessary for real progress.
5. State may
evolve suitable mechanisms to empower State Science and
Technology Councils.
6. S&T
Councils to promote scientific temper and culture of
science in the State.
7.
Introduction of performance related incentive/ award
system for State Councils and suitable recognition
packages needs to be evolved by DST-GOI.
8.
Preparation of partnership plan for state and centre in
the empowerment of State Councils for support from the
central science sector.
